Penstocks and stopboards both control water flow in open channels and tanks, and the two terms are sometimes used loosely as if interchangeable. What a Penstock Is
A penstock is a purpose-built gate that slides within a frame to open or close an opening in a channel, tank, or pipe. It is designed for repeated operation and, depending on the seal design, can provide a relatively tight shut-off against significant water pressure. Penstocks are typically operated by a handwheel, spindle, or actuator and are engineered for a specific head and opening size.

What a Stopboard Is

It is economical and easy to deploy but does not offer the tight sealing or fine control of a penstock.

If you simply need to block off a channel occasionally for maintenance and cost is a priority, a stopboard does the job. Many treatment plants use both: penstocks for operational control points and stopboards for maintenance isolation.
